What would you like to be added:

A way to send the Patch Release communication for a cherry-pick deadline (5 days before? and on the deadline day)

• use sendgrid to send the email
• setup a prow job to run it

Nice to have:

• Way to add some custom data if needed.

Why is this needed:

Currently, we are missing to send some patch release notifications to inform the community about the patches, this will do in an automated way and we will not miss the communication
