[scanner] 🐛 fix: resolve nightly regressions in settings-migration and cache tests

Restore the settings migration handler suite by fixing broken test files, repairing singleton key reinitialization for test paths, and raising the nightly cache warm TTC threshold to absorb shared-runner jitter.
