terraform-executor image should support linux/arm64/v8

Runtime: docker

Description

Failed to pull image "oamdev/docker-terraform:1.1.5": rpc error: code = Unknown desc = no matching manifest for linux/arm64/v8 in the manifest list entries

I think the arm64 is a very common architecture now, terraform-executor needs to support arm64 image
