Fixing the docs/monitoring-guidelines.md (#2531)

The docs/monitoring-guidelines.md file name contains a non-printable
unicode character of Left-to-Right Mark (u200E). This is breaking the
go get of the `cluster-network-addons-operator` module.

The released v0.101.0 version cannot be imported and used by another
components.

This PR fixes the issue by removing the wrong character.
