When using `bind-outbounds` UI shows message about missing outbounds

Describe the bug

We have introduced the bind-outbounds option, which creates real outbounds bound to loopback addresses. This allows services to communicate with all other services in the cluster without the need to manually define outbounds.

Unfortunately, in the UI we still display a message indicating that outbounds are missing, which is not correct in this case.
