Introduce "policy 0" or "policy zero"

### Description

"Policy 0" is a term coined in the slack thread to refer to the baseline configuration that is automatically applied to a dataplane. Instead of simply using implicit default values (coming either from Envoy or Policy code), the system treats these defaults as an explicit policy ("policy 0" or "policy zero") that is merged with any user-defined policies.
