Bump cardata integration to v5.1.6

Update manifest.json to set version from 5.1.5 to 5.1.6 and replace the bundled bmw-cardata-ha.zip with the corresponding updated binary. No other dependency changes were made (paho-mqtt requirement unchanged). This aligns the packaged release with the new version.
