Auto alerting for verifications if dormant train being spotted #25
Description
When a train is known to be out of service, or in unknown condition, the bot should notify or alert the person who spotted it to do extra steps to verify the presence of such train. This is to prevent late realization of the need to verify, and makes it easier to trace back such suspected trains that are in unknown or out of service status.
