The GO pkl files need to be updated from PGET: https://github.com/projectpokemon/PoGoEncTool

This is usually added when the program is properly released. You can try to figure it out yourself if you need it sooner.

Also, you mean "legal," as no edit can make a Pokémon "legitimate." PKHeX can only recognize a Pokémon as legal (meaning possible to obtain through normal gameplay methods), not legitimate (meaning a specific Pokémon was actually obtained through the correct methods).
