Check if `MarkStepAsExecutedButNotCompleted` is still needed

Check if we still need logic allowing to mark step as executed but not completed, so the deprovisioning retrigger job has anything to do by triggering deprovisioning again.

Bear in mind that even if you do not use this logic currently, we may need it soon.
So if we do not use it now, we have to ask @PK85 .

NOTE
If retrigger job still retriggers deprovisioning on any landscape this feature is still needed.

• answer to question "is this logic used"
• answer to question "will this logic be used"
• If both answers is "no", create ticket to remove obsolete code.
