Backup Calling not working

Device: Nokia X30 5G (Snapdragon X51 5G Modem)
Version: Android 13 (basically stock)

I have tried different ways, but I cannot seem to enable Backup Calling on my other sim. I have tested some things and can confirm that the SIM itself supports Wi-Fi Calling protocol (when hotspotting) and the other sim supports Wi-Fi Calling overseas. I should also mention that the phone can either have Wi-Fi on or Hotspot, can't have both on. Does anyone know any possible solutions to get past this problem? Thanks!

P.S. I have observed that when I toggle Backup Calling on the 2nd SIM, sometimes it turns itself off. I think I might not be able to get this working at all, but I'm interested to see if anyone knows better :)
