fix(FR-2284): add missing diagnostics i18n keys for proxy and SSL checks (#5921)

Resolves #5916(FR-2284)

## Summary

- Add 10 missing i18n keys (`SslMismatch`, `SslMismatchDesc`, `SslMismatchFix`, `SslMatchPassed`, `SslMatchPassedDesc`, `ProxyUnreachable`, `ProxyUnreachableDesc`, `ProxyUnreachableFix`, `ProxyReachable`, `ProxyReachableDesc`) to all 21 language files
- These keys were referenced in `endpointRules.ts` and `useEndpointDiagnostics.ts` but never added to translation files, causing raw i18n keys to appear on the diagnostics page
