+Drop the legacy `app_configs` table and its GraphQL / REST surface (`mergedAppConfig`, `domainAppConfig`, `userAppConfig`, `adminDomainAppConfig`, `upsertDomainAppConfig`, `deleteDomainAppConfig`, `upsertUserAppConfig`, `deleteUserAppConfig`, `adminUpsertDomainAppConfig`, `adminDeleteDomainAppConfig`, and the matching REST v2 handlers). Preparation for the BEP-1052 redesign — the replacement `AppConfigFragment` / `AppConfigPolicy` layer lands in subsequent PRs.
