200 MHz system clock

With the release of the Pico SDK v2.1.1 back in February, the RP2040 is now certified to operate its system clock at a whopping 200MHz so long as certain internal voltages are raised. It would be very interesting to see if we could update the firmware to leverage this (and potentially even take an external clock at 200MHz) to double the timing performance across the board.

#30 probably provides a better base for testing and releasing the 200MHz functionality (even though that PR is for the RP2350, it has some config changes that will probably make it easier to extend things for the RP2040)

Don't suppose you have an RP2350 or could get one for testing? 😅

I did get some RP2350s, just forgot to put them in a board and test. I'll get on that this week.
