Request for 1.23.15 and 1.23.16

Hi Lachie,

Since updated kubectl patch versions require new branches, do you accept PRs?
I have a request for k8s-kubectl images for v1.23.15 and v.1.23.16
I have two branches in my fork with the changes for v1.23.15 and v.1.23.16 (I based them off the v1.23.14 branch):
