instantcmd: cog will not work with more than 25 snippets of the same type

Discord does not support more than 25 items per select menu, which is a reasonable limit I did not go around.

Pagination should be implemented somehow. Considered a modified version of discord.ext.menus, but the current design does not allow buttons for scrolling.
