Update OpenBSD version to 7.6 in GitHub Actions

Now, it seems cross-platform-actions/action supports OpenBSD 7.6.

We use hash here while v0.25.0 does not support it yet and this is
an external action so it is better to use a commit hash instead of
a tag to avoid any unexpected changes.
