Empty Bus::batch([]) doesnt call callbacks

Description

Hi there,

When you call the Bus::batch() function without an actual batch array of jobs, the callback functions do not seem to be executed. This seems counter-intuitive and therefore I am reporting it as a bug.

Steps To Reproduce

use \Illuminate\Bus\Batch;

\Illuminate\Support\Facades\Bus::batch([])
    ->then(function(Batch $batch) {
        // ... i am never executed ...
    })
    ->finally(function(Batch $batch) {
        // ... i am never executed ...
    });

The current behaviour is expected but you can consider sending a suggested PR to master branch.
