The link to the development version at the top of latex-lab-tikz.dtx points to a 404 error page (GitHub).

i.e. https://github.com/latex3/latex2e/required/latex-lab

Minimal example showing the bug

But I just copy-pasted it.

Log file (required) and possibly PDF file

So much the worse for the requirement.
