hrefurl - usage

Just out of curiosity: I found in the response from @u-fischer that there is the command \hrefurl for usage as link - especially with PDF-management.

Since the remark was made 2022 I wondered if there is some kind of "quick" documentation. I tried to google and didn't come up with anything useful. On TeX-Exchange I found 4 posts with one from 2014 and in the ltnews I didn't find anything neither.

Q:

1. When I create a PDF with tagging enable should I use as default \hrefurl instead of \href
2. Does the hrefurl work especially on the link-address? (=> I need to take care for proper escaping on the text-part)
3. I've seen there is as well hrefpdf => should it be used for PDF-only or for any kind of file which should be opened?

Reading the docu I'm not clear if there exists problems with \url as well =>
Should I use \hrefurl instead of the "regular" \url? (for lualatex).
