[Ally]: claims heading should begin at level 1

With the following:

Ally complains that "The headings in this PDF do not begin at level 1". VeraPDF reports that this PDF is compliant with UA-2.

This is similar to #1304.

You should always add the standard declaration as some settings are only forced with it, and then validator would be quite right to complain about some missing things ....

@teepeemm if you have the time, please ensure that the samples PDFs are valid UA-2 (as verified by veraPDF) and update the dicussion topics accordingly. It doesn't change that Ally complains here (incorrectly) but it strengthened the case. Thanks.
