Create `utils` package

We have a variety of common utilities being used across multiple repos.

Creating a new utils package will consolidate all of the common use cases.

• managing cytoscape
• managing designer/visualizer
• managing meshmodels
• managing certain hooks

@singh1203 thanks for jumping in. This particular issue is absent the "help wanted" label due to the fact that it's quite involved and requires knowledge of multiple, existing projects that are stewarded here. So, it's just not a good candidate for folks who haven't been on the projects for a long time.

Not worry, though. Let's get another issue assigned to you. Here's a very helpful search that lists all issues with the "help wanted" label assigned. I encourage to you inquire on issues even if they are assigned, if this issues don't have recent activity. A well-intended contributor might be accidentally squatting on an issue that they are no longer working on.
