An option to make dropprivs wait X seconds before dropping privileges.

This feature would be useful for programs that listen on ports less than 1024 such as DNS servers/clients and need to run as root.

In this mode a program would run as root for X seconds before dropprivs drop root privileges. This seconds would be the time that the program would spent for listening on a port before dropprivs acts.

Here I use transparent port forwarders that need root privileges and I don't like very much this programs having much power.
