Custom message when closing an issue and posting message on default branch

I was hinted on the action at gradle/gradle#32290 (comment).

I am running a project for people not fully aware of GitHub. Therefore, I really like the comment Closed by #1234. My wish is that the message could be modified. In my case

Closed by {{ issue_ref }}.

Head to https://builds.jabref.org/main to try it out.

That should be posted even when merging into main

Alternatives considered: Use ticket-check-action with fix neofinancial/ticket-check-action#58 - and use the output ticket number to generate a comment on a PR. Seems to be more complicated.

Your issue is not about "a way to enable comments when an issue is closed", but it's about:

1. using a custom message when closing an issue
2. posting the message on the default branch too

About posting the message on the default branch, I can add an option.

For the custom message, I need to think more about that.
