Bulk payment screen FX handling shows local currency amounts

What happened?

When opening the bulk payments screen to make a foreign currency payment, the screen shows the foreign currency code, but the shown amounts are in the local currency.

Example:

• In a USD company, create a 200 EUR invoice with an exchange rate of 1.25.
• Go to the bulk payments screen, setting the currency of the payment to EUR
• On the resulting data entry screen, find the invoice presented at "250 EUR"

What should have happened?

The invoice should have been presented at 200 EUR (possibly annotated with 250 USD).

FX handling is completely lacking in lib/LedgerSMB/Scripts/payment.pm:display_payments() as well as old/lib/LedgerSMB/DBObject/Payment.pm which together make up the handling of bulk payments.
