Won't run on Win 2000 - gives error message "Not a valid WIN32 application".

What steps will reproduce the problem?
1. Attempting to run under Windows 2000.

Error message reports "Not a valid WIN32 application."

What version of the product are you using? On what operating system?
v9.3  on Windows 2000 

Please provide any additional information below.
Works OK on XP.
