pip install not working / macOS 13.6.2 / M1 Max / Python 3.9.18

It always fails for me, no matter what I do. Specify a version, don't specify a version, all fail for me.

pip install rawpy

ERROR: Could not find a version that satisfies the requirement rawpy (from versions: none)
ERROR: No matching distribution found for rawpy


pip install rawpy==0.18.1

ERROR: Could not find a version that satisfies the requirement rawpy==0.18.1 (from versions: none)
ERROR: No matching distribution found for rawpy==0.18.1

I have LibRaw installed at
/opt/homebrew/opt/libraw

Using pip 23.3.1

Any ideas? Thanks so much in advance for any help you might give! : )
