Don't bake issuer certs into the lambda images

While this is fine for Let's Encrypt staging and prod, it does make it harder to use in dev envs or for other CAs

Also the certs getting baked into the image are from the testdata directory, which makes it very surprising that they get deployed anywhere. We should raise the priority of this bug.
