remove pages from old incidents?

Can we remove any or all of the website content from these past incidents?

If we decide we can remove some of this content I will make a PR.

I think it's not a bad thing to have these historical artifacts sitting around. However, I think it's not great to have them as direct children of the root. Could they be retroactively turned into historical blog posts? Or put under a /docs/incidents/... path?

We should also update the CAA Rechecking one with a note similar to the one already on the TLS-ALPN incident: remove links to the gzipped file, remove links to the unboundtest page, and note that the tools are no longer relevant and have been taken down.

What about /incidents/.. and for now use a redirect for old Links?
