setup validation : assess TF + jupyter notebook

there are reports of TF 2.10.0 + jupyter notebook not working on macos : the kernel crashes as soon as the TF code is called

during the setup validation, we only validate that TF runs on the machine, not that it runs within a notebook

the current solution is to downgrade TF :

pip install tensorflow-macos==2.8.0
