apt-key is deprecated

When students follow this step https://github.com/lewagon/data-setup/blob/master/WINDOWS.md#google-cloud-cli 
they receive a message that apt-key is deprecated (TL;DR apt-key is deprecated from Ubuntu 22.04 LTS) 

`curl https://packages.cloud.google.com/apt/doc/apt-key.gpg | sudo apt-key --keyring /usr/share/keyrings/cloud.google.gpg add -`

This should be updated to use GPG
