wait-on-check-action does not work on checks performed by external github apps

Description

This action fails to validate execution of any other actions like: pre-commit, readthedocs, codecov. It only checks actions defined inside the workflow.

Hi @ssbarnea, I investigated this issue and external GitHub app checks should work with this action. The GitHub Checks API includes checks from all
apps (CodeCov, ReadTheDocs, pre-commit.ci, etc.), and this action uses the correct API endpoint.

Most likely causes:

1. Incorrect check name - External app check names are often different than expected:

Common mistake:

check-name: 'codecov'

Actual names are usually:

check-name: 'codecov/patch'
check-name: 'codecov/project'
check-name: 'pre-commit.ci - push'
2. Timing issue - External apps create checks after your workflow starts, so the check doesn't exist yet when this action runs.

To debug, please try:
