首次调用table.PutQueue无法触发action回调

如题，第二调用就会触发action回调两次，应该是个bug
首次调用还会打印警告：

table.PutQueue是跟着房间时钟驱动的，消息存入队列，下一次需要下一个时钟到的时候才会触发
