There should be an official root CA that will issue certificates for citizens as a proof of their citizenship and an foundation for e-gov. It should be limited in only issuing personal certificates, that can be used further, e.g. representatives would use their personal certificates to sign laws.
I think that this and a basic citizen database is all that is needed.
What would be the best way to integrate such institution into the government?

Root CA must be in any case, but issuing only personal certificates? Who will issue technical certificates for departments? All certificates in the department will be bound to one person?
I think that mixing personal and government certificates is not appropriate.

I suggest something like this:

Root CA - independent of the government (who will control it?)

• Citizen registry
  • Citizen 1
  • Citizen 2
  • ..
• Department 1 (Cabinet, Chancellor, Department of XX .. )
  • SubDepartment 1
  • SubDepartment 2
  • ..
• Department 2
  ..

I think we need to create a law that constitutes this institution.
