menu_setting: relocate the generated descriptor tables to file scope

Two hundred forty-one static tables move out of setting_append_list
into one file-scope section, each carrying the platform guards of
its original block - including the one guard the extraction had to
model by hand, the Lakka-else-iOS arm of the quit visibility pair.
Behavior is proven by a byte-identical settings dump; this is the
floor for the registry conversion, which needs the tables
addressable from data.
