Softpatching not working

Softpatching in form of ips, bps is not working with this core

I confirm softpatching is still broken, in both Windows 64bit and macOS Metal builds.
Same apply to bsnes-hd beta, while discontinued bsnes 2014 and higan Accuracy work fine.
