Supporting savestates for Midway's MK2.zip and UMK3.zip

I don't know if this is a bug or should be a feature request but I've tried different settings but could not get mame2003-plus-libretro to savestate on either of these games. Retroarch keeps saying: "Core does not support save state". Seems to work with other games I tried so hopefully it can be done. I've tried this on both an Android device and the handheld console R36s.

Savestates work on a per game basis in this core. Support would have to be added or fixed specifically for the driver.

@zecoj savestates are disabled on ra per default as some games dont support it. You can over ride this setting on RA to allow save states. Your might lucck out if you over ride ra disabling saves. Go to settings ->Core->
Bypass core info save state features.

Don't quote me, but I think from memory there are hit or miss times that it will allow you to use the savestate, but the support was irratic and inconsistent. I think I had the best luck getting it to load / save either on the tower select or in game.

@grant2258 side bar, I wanted to look into umk3 palette hack, it doesn't appear to work well if at all, especially if you unlock all 3 bonus characters via cheats. I used the cheats to unlock the characters then close content and reload the game, on the select screen you'll see the palette issue. Even using something extreme like - INT_MAX as the cycle penalty doesn't prevent the issue as the hack aims to do.

Oddly, umk3p rom hack doesn't seem to have this issue very often which has the characters unlocked by default.

@mahoneyt944 I tried saving at the tower and other stages as you said but no luck unfortunately. Anything I can do to help with the support for the driver?

@grant2258 This setting was already on actually. Tried toggling anyways but no luck either.

Savestate support wasn't added for the Midway drivers until MAME114 so we'd have to backport it
