audio only works after a reset in Where in the World is Carmen Sandiego?

Confirmed, right back to v1.93.

I haven't dug out why this is happening yet, but it is a timing problem.
While 68k CPU copies the sound driver over to z80, it gets a vertical interrupt which releases the z80 bus, so that the rest of the driver can't be written. As a consequence, z80 crashes and there is no sound.
