Are the pcsx2 audio options, speciffically Time Stretch, anywhere to be found?

They are certainly not in the GUI, but can they be exposed via .ini maybe?

Time Stretch is a fantastic way standalone pcsx2 avoids audio stutter when the fps goes down a frame or two, in very speciffic situations.

AFAIK, that's a frontend feature, so it would have to be implemented in RetroArch rather than in the core itself. That is, it's not part of the PCSX2 core but is rather something that is part of their internal frontend.
