chore: add ASAM OpenX standards submodule

Add ASCS-eV/asam-openx-standards as a submodule at .standards/ to
provide authoritative ASAM OSI and OpenDRIVE spec references directly
in the repository. This replaces inline URLs with traceable,
version-pinned standard definitions.
