[Feature Request]: Move LidoTemplate of the contracts to tooling #1711
Description
Summary
This contract is not used in the protocol and is only there for scratch deployment.
Problem
Having it included in contracts/0.4.24 causes confusion about whether it's used on-chain, and should it be added to audits scope.
Implementation
Move it to tooling/testnet folder where we have such contracts
