External css not loading

Please guide in including external css files like when using primeng.
I have already tried including it in webpack.config.vendor.js and also tried to use them by importing an scss file with links to the external css in that scss file
Also tried including them directly in app.module.ts and also in index.cshtml
But nothing seems to work.
