Org change: work tracking #7189

Description
#7187 is the user-facing discussion issue for the move to lightgbm-org/LightGBM.
This is the tactical, maintainer-facing issue tracking work to be done to adjust to that.
Approach
- update all org references in code and docs ([docs] [ci] Update docs and source code for org change #7188)
- introduce a new
SECURITY.mdand security policies that don't require contacting Microsoft - set up CUDA CI (working on [docs] [ci] Update docs and source code for org change #7188)
- confirm integrations are working:

- GitHub Actions (they're working on [docs] [ci] Update docs and source code for org change #7188)
- readthedocs
- reduce the amount of GPU CI run on each commit
- fewer jobs per workflow runs
- fewer workflow runs
- update links in some other high-visibility repos (to help spread the message)
