Auto-Detect ChannelMonitor Persistence on Startup

If we have a `ChannelMonitor` with the latest update id when we start a channelmanager, we should auto-mark channels as no longer awaiting persistence, as if by calling `channel_manager.channel_monitor_updated`. This will be even more important after monitor updated events are async after #1108.
