• Tidy up codes.
• Raise a Draft PR (Support Windows server 2025 guest #5138).
• some tests failed, so I am investigating them. Once all tests pass and the PR is ready for review, I will update you here..

I tried running #5138 on my Windows machine but it is failing with host os 'windows' does not support TPM emulation. I see it is not implemented for Windows host right now.
