Consider eliminating WGPU from the parley workspace

We don't really need to demonstrate GPU rendering in this repo. Usage of Parley with vello or vello_cpu is essentially the same. And it would help with CI times if we could standardise on vello_cpu and eliminate the vello and wgpu dependency trees.
