Legal should pickup on open source licenses in LICENSES/ directory

Steps to reproduce

1. Go to Security page and see Legal having no license detected https://insights.linuxfoundation.org/project/cockpit-project-cockpit/repository/cockpit-project_cockpit/security
2. Check upstream and see GitHub not detecting any licenses
3. Check LICENSES/ directory and see all relevant licenses

Expected vs. actual behavior

Should follow the REUse spec and detect licenses within /LICENSES directory
