What happened?

Most of the time, clicking only on the app icons in the panel produces focus on the respective window, much like a dock. I would prefer that method, but from time to time (seems completely random) the window will appear but is not in focus. Clicking on the drop down preview appears to be reliable, and I am trying to train myself to do that, but I have used docks on my operating systems for so long that I expect dock-like behavior. Like I said, clicking on the app icon (only) works most of the time. I wish it could be all the time.

@garuffalo Is there anything special you can tell me about the windows that don't get focused? Are they tiled, minimized, maximized? Do they have popup windows open? Anything?

Sorry, I can't think of anything special. I don't use window tiling at all. Also, there are no pop-up windows open. It happens, seemingly at random,, with windows that are maximized or unmaximized.

I cannot find any kind of pattern that would allow me to cause the issue on command. What is consistent is that if a window is brought to the foreground unfocused (by clicking the panel icon vs. the preview), I can bring it into focus by going up to the window list and clicking the preview instead.
