Bug description

Keyboard layout indicator in the flags display mode doesn't handle user interface scale correctly, resulting in a stretched image.

Steps to reproduce

In System settings -> Keyboard -> Layouts:

1. add multiple keyboard layouts
2. Set "Use a country flag" option to enabled

In Display settings, set User interface scale to 200% or more

Observe the layout country flag in the notification area.

Expected behavior

The layout indicator country flag should have similar size and proportions to other icons in the status area.

Additional information

I've noticed this after updating to Mint 22.3. My screen resolution is 3840x2400, and the interface scale is set to 200%.
