Automatic updates: notification if package source is permanently unreachable

Hello,

on a system I had automatic updates active, one of the package configured sources (can't remember if it was Ubuntu or Mint packages) wasn't reachable anymore. I only noticed when I checked the state of updates manually in mintupdate, there way no notification.

Suggestion: Create a notification in the "system reports" app for this case.

Distribution: Mint Cinnamon 22.0
